Constitution of World Council for Total Quality and Excellence in Education

1.0 Introduction
Sustainable growth and development is only possible in an enabling environment which focuses on enhancing quality of life driven by core human values. The last few decades have seen drastic changes in global relationships. A new world order governed by trade, commerce and industrial development has evolved. The nations are now competing with each other to attain quality leadership, which will be the sole arbiter. Quality as the key driver of economic prosperity has gained more significance today than ever before. It has thus become imperative to create synergies of efforts for various professionals, experts and institutions that are actively engaged in the field of quality and productivity and to drive the movement forward. In this context, it has been felt necessary to create a network of such resources, which will promote the culture of acquiring and sharing of knowledge and experiences for the enrichment of society. Keeping this in view, the World Council For Total Quality and Excellence In Education (WCTQEE) was established in February, 1999.
Quality in any sphere can be ensured only through persons committed to it. The quality empowerment process, a mass movement, requires creating a culture from the grass root level to the highest echelons of society wherein everyone does the job to the best of his/ her ability and takes pride in it. Quality is not only in words, it is through the people who can walk the talk and is about quality people in action.
Quality People are not a matter of chance, but a constant and conscious effort must be made to groom them. The people with a commitment, a positive outlook, leadership abilities and a desire, have to be trained from the beginning with quality consciousness as their second nature. We have to adapt to the changing needs by installing innovative ideas and by shaping the attitudes and personalities of our pupils. Beside academic excellence; we also need value based education. True education is the training of both the Head and the Heart. If we want to build character in our Schools, Offices, Homes and Societies we must achieve moral and ethical literacy. Education that builds fundamental traits of character must have a spirit of teamwork, unity, honesty, compassion, courage and a positive temperament. Empowerment programmes, like Quality Circles, as an Integral part of Total Quality Management (TQM) have a tremendous potential and a scope to shape the attitudes, habits and personalities of the children and make them total quality people, total quality citizens and total human beings. We have to make our education system more meaningful and purposeful to enable the citizens of tomorrow to become proactive, value driven, conscious and active agents of change for building a new world order that ushers in global Peace and Amity.
The demand for quality is increasing day by day to cope with the advancement and researches in different disciplines taught in the educational institutions. Every year the curriculum is changing to incorporate the latest developments, as a result of discoveries and inventions. The scope of education is becoming increasingly difficult and hence a well organized system is to be evolved to keep pace with the on going changes.
WCTQEE will certainly help and guide in providing the required direction to the evolution of requisite systems by promoting Total Quality and excellence in Education. It shall also facilitate International conventions on Student’s Quality Control Circles in various parts of the world.
2.0 Formation of WCTQEE
WCTQEE was formed in 1999 with the initiation of Mr. Jagdish Gandhi and a group of quality educationists.
It is an autonomous, non-profit, non-political, educational and cultural organization. The World Council For Total Quality & Excellence in Education is associated with City Montessori School (CMS), with its Head Office at 12, Station Road, Lucknow; which is already a registered body and duly recognized. CMS houses and maintains the Head Office of World Council For Total Quality & Excellence in Education in Co-operation and Co-ordination with its headquarter in Singapore and Corporate Office at City Montessori School & Degree College, Sector D, LDA Colony, Kanpur Road, Lucknow, India. The member nations are associated federally, having an autonomous entity for operation and are functioning in their respective regions/ countries, as per the constitution of WCTQEE, ratified in 1999, during its inception and is in vogue till date. Hence the World Council for Total Quality & Excellence in Education is already having a legal entity by being affiliated with City Montessori School, Lucknow, India.

4.0 Membership and Participation
Membership in the WCTQEE working group is open to any one who is prepared to share the knowledge, professional experience and responsibilities of excellence in education. The members should be further approved and appointed during the co-ordination committee meeting of the WCTQEE.
5.0 Mission
To globally promote and establish Total Quality and Excellence in Education and groom children to become Total Quality Persons (TQPs).
6.0 Vision
a. To Make Every Child a Total Quality Person and A Pride of the Human Race by providing meaningful Quality Education coupled with
Knowledge and wisdom.
- To make every student a highly productive and competitive future citizen of the world and a gift of God to mankind.
- To help students with different cultural backgrounds to work together to address the Global Issues.
7.0 Working Strategy
To Institute a functional international network of individuals, academicians and organizations, working together to promote sustained quality improvement of products and services. To enrich the quality of life for the future generations and to sustain the network as a non profit civil society institution.
8.0 Responsibilities
- All members are responsible for timely delivery of assigned tasks with commitment and involvement.
- All members are responsible to proactively communicate and coordinate within the WCTQEE family and corporate office through email
on a regular basis.
- All members are responsible to provide quality related services to the community as and when required.
- Advisors are responsible to constantly review the role of WCTQEE in the changing global scenario and to strive for improvement of the
World Council incessantly.
- Director Generals are responsible to promote, organize and host National level Quality Circle Conventions in their own country on an
annual basis.
- Director Generals are responsible to appoint office bearers in their own countries.
- Executive Directors at the Corporate Office/ HQ are responsible for the preparation of a Working Manual for event planning. It shall help
to standarize the activities of the World Council and should be used as a guideline for various nations that will be hosting future
ICSQCCs.
- Executive Directors at the corporate office are responsible to maintain all the related records, documentations and the Minutes of the
Meetings associated with the world council’s activities, at their national level.
- Executive Directors are responsible for the appointment of Director Generals. The appointments can later be ratified at the Annual
Review Meeting of WCTQEE with the consent of its members.
- It is mandatory for all to attend the Annual General Meeting of WCTQEE except in unavoidable circumstances. A representative may be
nominated in case of absentia.
9.0 Activities
- To conduct training programmes for school administrators, teachers, students and parents based on Total Quality Management
integrated with Education.
- To plan out the schedule of events for International Training Programmes and International Convention On Students Quality Control
Circles.
- Facilitate and organize academic activities to promote the concept of QCC in Education.
- Organizing learning/ interactive forums among council members.
- Compile and develop resource materials through the WCTQEE council members and also share resources on quality, productivity and
team building.
- Develop Internationaly recognized curriculum for education and training programs.
- Organize, facilitate and participate in International and national conventions, workshops, seminars and Quality related showcases and
exhibitions.
- Publication of books, magazines, e-newsletters and periodicals.
- Provide certifications, awards and recognitions to individuals for their outstanding contribution in the field of Quality Management in
Education.
- Networking with the international professional quality societies to keep the World Council abreast with the latest information on Quality,
viz. (American society for Quality, Chartered Quality Institute, UK. Asia Pacific Quality Organization, Hong Kong, Society for Quality,
Singapore Quality Institute, Iranian Society of Quality Managers, Indian Society for Quality, Turkish society for Quality (KalDer) Etc.)
- Promote and support world peace and unity movement through the world council.
- The world council corporate office shall issue a set of parameters for hosting the ICSQCCs to ensure adequate facilities, comfort and
safe stay for the participants. Final evaluation may be conducted before issuing clearance for the same.
- Promote Human Rights Education, Projects for Challenged students and Programmes for elevation of Below Poverty Line population
among the World Council member nations.
- Promote greater awareness and understanding of Quality Management principles and practices in Education.
- Promote Business Education partnerships by creating Quality Councils, consisting of representatives from private enterprises,
industries, communities, government, education and service sectors to cultivate Total Quality and Excellence in Education.
10.0 Tentative ICSQCC Venue
City Montessori School & Degree College, Lucknow, India shall organize the International convention on students QC circles every alternate year at Lucknow, India and the other nations on rotation basis for the subsequent years.
11.0 Annual World Council Members co-ordination meeting:
During the ICSQCC there will be the annual coordination meeting of the World Council (The meetings are called by the Chairman and/or Executive directors of the corporate office)
The following general procedure is to be observed:
- Send each member a letter of notification about the meeting, its overall purpose and importance of their attendance. To intimate the
members of the location and venue and the details of contact for any enquiry.
- Develop the agenda alongwith with key participants.
- Welcome the attendees and thank them for their participation.
- The chair shall preside over all council meetings, the vice-chair shall assume the duties in the absence of the chair.
- To facilitate the meeting, appoint a facilitator and an observer (Executive Directors of the corporate office generally perform this task)
- The four ground rules for the WCTQEE meetings are: participate, get focused, maintain momentum and reach to a closure.
- A quorum consists of a majority of the council members.
- Passage of a motion requires a simple majority.
- The council may appoint standing and ad hoc committees as and when required.
- Before the conclusion of the meeting, review actions and assignments. It may be clarified that the minutes of the meeting would be reverted to the members at the earliest.
